Need any mulch?

Our neighborhood is on a former Naval Air Station and is in a process of transformation. One part of this process is the removal of old/diseased trees and chipping them up into mulch. It has been used to cover walkways in the sommunity garden, the non-profit plant nursery, and other bare, muddy areas.
One also sees piles of mulch all around the base.

About a year ago a sandwichboard sign appeared bearing the mesage "No more mulch PLEASE!" , moving to various locations as needed.
At Christmas time a flyer for a Christmas tree pickup was distributed, bearing a small paragraph: Trees recycled by Boy Scout Troop 11 will be turned into mulch and used to beautify areas of Alameda Point" Oh no! we residents thought.
In January the sandwich board message was changed to read "NO MULCH WILL CALL POLICE !!
What will happen next? How will this saga evolve? Only time will tell...
